The majority leader of the Pennsylvania State Senate plans to introduce a bill that would split up the state's 20 electoral votes, apportioning them by congressional district instead of awarding them all to the winner of the popular vote. Democrats see a partisan motive: If the plan had been in effect in 2008, Barack Obama would have won only 11 of Pennsylvania's electoral votes instead of all 21.
